Oil filter question

I have a '49 flatfender with a 230 flathead. When I recently cleaned the lid for the oil filter canister, I noticed there is a spring loaded ball at the top of the long, hollow "bolt" that holds the lid to the canister. The spring is above the ball, pushing down against it, but the ball does not appear to be seating completely against the lower surface(s) of the passageways that that the ball sits in.

I'm thinking this ball must be the by-pass feature of the filter system, to let more oil bypass as the filter gets more and more clogged. If the ball does not seat well enough to close off these passages, then it looks like a lot of the oil will by pass all the time. I know these filter systems are set up to by-pass a lot of oil all the time, but I just want to know if this situation sounds right.
