Looks like someone was using a Power Wagon for railroad service or minor switching of cars. Not uncommon. I have seen photos of WW2 jeeps modified the same way.

The tires in the back would be for switching back to road capacity. These days the trucks have rollers front and rear on hydruallics to enable them to operate on the rails.

Whats up with the nose of the truck? The hood lines are not aligned correctly.
