I believe that when Dodge changed the box's in 51', they also changed from the cast iron spare tire frame mount to a bed spare tire mount. I've got a 49' with the cast iron spare tire mount and a 53' with the bed spare tire mount on it. I think the bed mount was held over then the bed changed again in late 56' to the one you have on your 67'. It's hard to say why your bed was not drilled for the spare tire mount. I know that Dennis Sherman, PowerWagon Plus, sells replacement bed spare tire mounts if you need one.
If you decide to get rid of the cast iron spare tire mount, let me know. I've got a friend that might be interested. He wants to change his flatbed into a pickup and could use the cast iron mount.
