EQUAL tire balancer.. Anyone ever use it?

I need to balance my truck 9;00-16 military non directionals on the Dodge combat rims..

Conventional weights require too many, and it looks awful..beside not working well..

Thinking of trying this EQUAL...
Been told that if it gets wet, it dosent work so well.. Is this true? I mean, tires must naturally condense with the hot weather, wouldnt that get moisture inside?

How is it applied? Does the tire need to be broken down or can it be applied on a mounted tire?

Lastly, anybody know of a source who can do this in the North Dallas Area?
