It should be on the frame just above the axle housing driver's side. Some of the California made trucks have it at the end of the frame, driver's side front.
You will probably need to remove layers of paint, rust and dirt. The numbers are not stamped deeply into the metal and are spaced unusaully far apart. If it is at the end of the frame ear, they will be much closer together. When I'm looking for one I normally clean the area as good as I can with some sort of cleaning agent then use a spray on paint remover several times. In between applications of paint remover I scrub with steel wool and wire brush.
