68 PW advice?

A lovely lady I know wants my advice on buying what she says is a "1968 dodge powerwagon" for sale near her house. Yes, she wants to buy it for herself. That's why she's lovely. Anyway, I won't be able to look at it till Saturday, but she's seen it and claims it really is a flat-fender dodge. She says the bed "has steel welded onto it", but the truck is not very rusty, interior is complete but seat is torn. Sign on it says new brakes, carburetor, head, "and more". Guy wants $2200 OBO for it. I warned my friend that it probably has the stock flathead and gears and she'd be doing well to get up to 50 mph on the freeway and get 8 mpg. She still thinks it's gorgeous and would be her daily driver. I haven't seen it, but it doesn't sound to me like a steal for an unrestored runner, unless OBO turns out to be way less. I'm even dubious that it's a 68 flat-fender since I thought they quit making them in 65, no? She knows what a D200 looks like, since I have one, and she says it definitely doesn't look like that. Any advice?
