Black, like a tar, or plain wood underneath.
There was a rubber mat on top with metal strips that ran around the edges, and I think that was standard issue. It had a glue to hold down the mat, but it was plain wood under the glue.
Paint first, then wood.
Remember, to sand is to live! :-)
