Transfer Case Fluid Loss

I am having a reoccurring problem I sure could use some HELP.
My M-37 transfer case is blowing / leaking fluid badly. I have had Three different TCs in my truck. The current one is NOS Military (With the NOS military seals). The older TCs were Rebuilt with military seals and shaft Speedy Sleeves.My unit has a 5.7 V8, NV4500 trans, 5:83 axles, and 11:00-16 tires.
At the speeds I Drive (62 mph+-) my engine is only running 2,400 rpm. I realize that the TC’s speed is only reduced by the tires.
I first thought I was leaking by the seals. It is occurring on the Brake output shaft. Now I believe I may be BLOWING fluid
(90-140) out of the Vent. The fluid appears to be foaming..
Can you over speed the TC??? at these Hwy. speeds? Can you add additional Vents to the TC to reduce pressure???? Do I need to change the Military seals to New National Civ. ones??
