Thanks for your input. My brother just plain lost interest and it's crowding the garage and he said if I took the time to "get rid of it" the proceeds to the sale are mine. So I have $$ incentive to do this footwork. He is very much alive and he has full title so he will either sign it over to me or he will go forward with the paperwork himself. As you can imagine, it takes a lot of time & effort to sell a vehicle as unique as a '49 Dodge PW, and yet still a disassembled jewel!
