Hi Graig,
By plate, I assume that you are refering to the spin-on filter, adapter plate? I am pretty sure that you are refering to the oil return port, and you do not want to plug that! If you have installed an adapter for a spin on filter, the center hole is for filtered oil to return to the engine, the outer hole is from the pump where dirty oil enters the filter.
