TM9808 says Fred C. Dodge should be able to handle a 60% grade. What's that mean?

Also, it seems you used to hear vehicle specs citing turning radius, not turning circle. So if the T.C. is 44 feet then that's the circumference of the circle the outside wheels make? The vehicle centerline? Or is it actually the diameter of the circle and hence 2x the radius?

I ask because Consumer Reports cited the Toyota Tundra as having a 44 foot turning circle and that seemd odd compared to Fred C.'s 23 turning radius.....
