I would not suggest using spray in foam insulation. If there are any pinholes in it the foam will trap all moisture and cause more severe rusting.
Best thing to do is to repair all current rust damage. This may mean welding patches to or welding smaller holes shut. Then I would spray in a rust converter and then an epoxy primer if possible. A good rust preventing primer is OK. THen I would fill the minor surface imperfections and paint the frame.
