Order a carbide tipped drill through MSC (Mahatten Supply co.) Drill slow with lots-o-cutting oil. If there are no water jet shops around you, enst best thing is Small hole EDM and Wire EDM. Relocating holes in hardened metal is super easy. If our shop did it it would probaly cost you about 45 minutes to an hour for a couple of holes.
