Instaling PTO ???

My 1954 PW came with a winch but no PTO unit (can not figure why ) I now have a PTO and geting ready to put it in . My question is how do I set up the back lash in the gears? How can I tell the number of paper shims to use as I cannot see or feel the gears as they mesh Thank you for any help !!
