According to my Jeep Owner's Bible on the topic of PVC valves
"In the early 1960s, U.S. vehicles manufacturers began installing Positive Crankcase Ventilation (PCV_ systems on engines. The principle aimed at purging the engine crankcase of combustion blow-by and fumes.
Prior to 1961, most engines vented blow-by to the atmosphere through a "road draft tube." These devices were simply open pipes with their tips cut on an angle toward the rear of the vehicle.
The Road draft tube relies on low pressure vacuum, created as the vehicle moves forward, to purge the crankcase. Primitive and inefficient, especially at slow road speeds or when the engine idles with the vehicle parked, a road draft tube pollutes the environment and permits condensation and corrosive agents to build up sludge in the crankcase." sorry for any typos there, if any, I'm just darn tired while typing this.
