Curt,

It may work if you use the correct "overriding" 2-piece Carburetor Throttle Lever assembly on your throttle valve shaft (see Vintage Power Wagons web site for pictures and descriptions). This part will allow you to pull the hand throttle, located under the dash, all of the way out to "full throttle". This allows the governor to take full control over the opening and closing of the throttle valve. The only thing is that you will have to attach a spring to the one half of the lever assembly which firmly attaches to the throttle valve shaft in order to duplicate one critical aspect of the velocity governor. This spring action is what allows the throttle to open fully. Otherwise, when using the 2-piece lever assembly without the velocity governor or makeshift spring, the throttle will not open all of the way regardless of how far you press down on the accelerator pedal.
