In CA you can also use a bill of sale, AND you can register as non-op (non operational) for a fraction of the cost and avoid the inspection fee until you are road worthy and truly ready for inspection. That way you don't spend money trying to pass inspection, only to find out that there is a competing title for the truck. Title first, then spend your money.
