How should a 88 Ram mason dump work?

I am going to look at a well used 1988 Ram 4X4 mason dump. He said over the phone that the dump does not raise due to some part that needs to be replaced off the transfer case.
He is not sure of the name of the part.

He also mentioned that this part is stopping it from going into 4 wheel drive.
What is needed to be done to raise the dump.
Do you need to be in neutral, or in a gear with the clutch in etc.

Can it be converted to and electricaly operated dump?
