stuck flathead engine

This truck WM300 ran about 6-7 years ago. It has been kept inside since then. Tried a breaker bar to loosen engine with no luck.

I'd be interested in suggestions as to how to free this thing up.

All suggestions welcome.

Do I need to remove the head??
