I have the early non-synchro transmission, and the clearance called out between the PTO gears and the tranny gears is 0.003" - 0.008". Not sure what your clearance is supposed to be, but probably something similar.

You have to use the different thickness gaskets to achieve this clearance. It looks like the original gasket sets included 0.005" and 0.010" gaskets, but I don't think the 0.005" gaskets are available anymore (at least my set from VPW didn't come with any that small).

In any case you have to measure the clearance by setting up a dial indicator on the right side of the tranny, after taking off the right PTO cover. The tip of the dial indicator is placed against the tooth opposite of the tooth contacting the PTO gear, and the amount of clearance is measured while moving the tranny gear and holding the PTO output shaft stationery.

If your gasket set doesn't get you perfectly within the desired clearance range, then it's better to err on the side of more clearance than on the side of too little clearance. I doubt that a couple of thousandths of an inch beyond the max will cause any trouble.
