water in tranny oil

about 3 months ago I checked my tranny oil (flat fender) it was contaminated pretty bad with water, probably from hosing out the interior of the truck, I drained the old oil, including pulling the lowest bolt on the PTO unit and refillrd with fresh oil. today I checked it and the new oil is contaminated (again) with water. I haven't washed the truck since the last oil change and I can't believe that the little bit of residue from the old oil could contaminate 5 quarts of new oil !!!! or could it ??? this is getting exspensive $$$$
