I just went through getting a title for one of my wc's in ma. I had to get the vin # verified by the police, then I had to get a letter from the seller saying where the truck came from. I was lucky because the last owner's father had owned the truck since the 50's therfore ther was no title ever given the vehicle. You should first check the number you want to use to see if in fact a title does exist for that number. I don't think it matters what number you use or whether you have a tag. I think you can have tags made up anyway if you need one. If I were you I'd use the frame #'s in case you swap motors, but you better have a good story about the trucks past, especially in this state. I still have two more wc's with no title and it may stay that way, its a bit of a hassle to get a title.
