Drum brakes use 10 psi residual pressure valves. Often they are built into the OEM master cylinders. I don't know if they one spec'd by Ugly Truckling has those built in or not.
I wouldn't grind any more off the rod until you know what your clearance is. Too much clearance can cause other problems.
