Was the MC new or rebuilt?
If new did you happen to look inside for how they assembled it?
The reason I asked is, I got a kit from Vintage many years ago to rebuild my MC. In the kit there are many parts including a “rubber donut” seal/washer . This seal sort of looks like it -in the PW service manual diagram - goes in the MC rebuild at a certain location.
However, if you use it like I did you will have very similar symptoms like you reported, as it obstructs the tiny relief port in the MC.
