That location is where I normally take my vacuum readings too. My needle (also a cheap gauge) has always done the same thing. But, at that location, you are in effect getting a vacuum reading that is being influenced by only two cylinders. So you may be seeing normal fluctuation between the highs and lows as the intake valves open and close. It may be better to try to find a place that is more centrally located on the manifold to plumb in your vacuum gauge.
