Maybe they realized it can be beneficial to have a winch out in the open where one can easily inspect it, see how the cable is winding, etc.
Kind of like the old Hickey Sidewinder winches. Good winches, but with that crazy vertical drum all tucked in under the truck, it was not easy to keep tabs on what was happening under there.
