It appears that you will be able to find another jacket, but if that doesn't work out you can weld up the crack. My steering column jacket was also cracked, it had about 1/4" of un-cracked metal that was holding the two parts together. I inserted a brass tube whose OD was the same diameter as the jacket ID and TIG welded the crack closed.
The brass tube is to keep the two pieces of jacket in alignment. Being brass, the weld didn't penetrate the tube, and after completion of welding I was able to fairly easily remove it. Copper would also have worked in place of brass.
