I don't know why I never looked this up before.

The MoPar Parts List I have dated June 16, 1963 shows both left and right cowl lights. I am missing a few parts lists after this. However, the next one that I do have is dated May of 1969. It covers all models produced from 1963 through 19698.

This Parts List still shows the cowl lights but it lists them as being used only up to serial number 1297696 on the flat face cowl trucks and up to serial number 1298262 on the windshield cowl models as well as the full cab models. It also indicated that a change took place at these serial numbers where the cowl lamps were discontinued and the front turn signals starting serving dual purpose as parking lamps as well.

According to the MoPar Pars Lists, this would put the date of the last available cowl lamps somewhere after the middle of the 1963 model production year and the start of production of the 1964 model year.

Keep in mind that the addition of cowl lamps was not just a matter of having factory holed drill in the cab. There were also reinforcing plates spot welded to the inside of the cap sheet metal where the cowl lamps mounted.
