Jim: Yours is an exact description of the pulley for the mechanical engine speed governor, especially the four squarish lugs. Early PW's tended to be heavily optioned because the dealer and factory could sell any most truck, and they ordered "loaded" ones to sell to customers right after WW II. Are the cylinder head studs on the front right (passenger side) corner of the engine block slightly higher than most of the other studs? If yes, that is evidence a gvernor was once mounted there. Also, look for 2 holes in the samll horizontal lip at the bottom of the dash underneath the glove box door. Holes there would indicate a control lever was once mounted there.
