You might do both, if you have the cash to get a good truck, but not enough funds to build the shop, you might be able to get a reasonable rate on a loan to finance the shop construction, but you will probably have to pay cash for the truck.
The truck has probably been sitting out for years, a few more months won't make much difference. One of this days I might think about pouring the concrete for a shop foundation, but the entire shop would be long term. Where I live you mostly need a roof to protect from the sun.
