As far as Power-Wagons go - a "Mechanical Governor" is one that is driven by a fan belt from an additional pulley mounted on the water pump. It controls "working speed" of the engine through linkages to the carburetor. A "Velocity Governor" is one that mounts either integral with the carburetor, i.e.: ET1, ET2, ET4, E7F1, and E7S1 carbs from 1946 through 1953, or mounts between the carburetor and intake manifold. A "Velocity Governor" limits the engines maximum RPMs.

Both types of governors provide a specific function, but neither is necessarily needed for a Power-Wagon to operate effectively.
