i think you can.
if you already have a bit of land you can buy a good sized 30x40ft or bigger steel domed building for about $2,500. Poor a foundation, electricity, and tools $5 or 6,000 depending on how much work you do your self and how ape shit you go on shop tools.
that leaves you with 4 or 5,000 to spend on a powerwagon, and with what i have seen you can get them fairly cheap. if you can stand to wait you can find a good deal.
i just bought a ex-airforce M-37 repair truck for $2600, everyting works and runs. 36K miles, it just needs some new glass.
i have also seen trucks sell for $800-1000 in rough running condition.
Vintage Power Wagons has some good looking ex-army trucks from over seas for $1,500 to 3,000 i beleive. but they do need engine work.
