Though a good prep,prime and topcoat should be all you need for good metal protection, I do agree that flat/lusterless paint will let water through ( and stains easily ). A gloss top coat gives more protection against water intrusion however to do this and then paint over with a flat seems like a lot of work as you would have to scuff up the gloss surface in order for the finish/top coat to adhere. In my own amateur painters opinion I would think that the red oxide primer would provide a good barrier against water intrusion. If you wanted to go one step further then maybe I would go with a better Red oxide primer. I used Martin Senour Red Oxide on my M-37 and on my Deuce I used Gilliespie Red Oxide. Both seem to do a good job but the Martin Senour had a harder finish, I could drag my nails across it after it dried and not leave scratch marks where as I could with the Gilliespie. Maybe it,s nothing but I would think that the MS primer would provide a better seal (for lack of better word). It doesn't have to be just Martin Senour but any automotive grade R O primer (ie Dupont,Sherwin Williams). Or you might go with a decent paint additive. I used a good hardner on my semi-gloss. This hardner made the finish more acrlyic and glossier ( something I didn't really shoot for). I would think that if you did this with the lusterless gilliespie it would give more of a eggshell (satin) finish which would make it more resistent to water and staining then lusterless. Just my 2 cents worth and again as stated previously "IF" you wanted to go a little further where especially if you were going to keep the truck outside you might want to consider doing. Also if you looked at my before pic on my album you can see where I treated the (bare metal) outside bed corners with Penetrol first which provides a excellent seal against moisture ( probably a little over kill).
