Everyone I've seen is attached with screws. Nor really a VIN per se....a serial #. I actually unscrewed mine and took it to the registration place where they made a photo copy and sent it to the state with the title request. This was in PA so other states may differ. If your state is concerned the serial # is also stamped on the frame in the left front wheel well. Use that number and if for some reason it doesn't match the one on the plate get a new/repro plate with the frame number stamped on it.
