I tried that on my WDX once and I can't move the wheels in the manner you mentioned. I agree with the more expert guys' opinions that there is too much working against you. Thankfully Idaho doesn't have these kinds of inspections.
It seems to me that if you were able to get the vehicle to the shop under it's own power and without losing control on the way, everything should be fine. But having dealt with building inspectors for over 50 years, I understand the dilemma.
Maybe a bottle of single malt Scotch whisky?
