The light, I'm guessing, is attached to the fender by a threaded rod. A nut on the underside of the fender is threaded onto the rod. It is most likely a simple bolt and nut setup. The rod is drilled out to allow the turn signal wire to pass through and power the light. If the attaching nut is not easily visible, look inside any fender support channels.
