I would try one of two methods:

- Try a special speedometer cable lubricant, you can buy at NAPA, etc., or

- Try a speedometer cable lubrication tool that has a zerk fitting to use with a grease gun to lube the cable.

Even though you may have used new cables, they might have lost the lubrication. Also make sure the wick has lubrication at the end of the speedo, it's a screw in/out, remove it and squirt some lube into it and where it goes to lube the speedo shaft, they could be dry. Make sure you don't have tight curves in the cable.

There shouldn't be a reason to take the TC apart but make sure the cable does slide into the speedo pinion at the TC.
