I have placed fish plates on the inside of the frame - when possible my location of choice is where a cross member joins the frame. The ends of the fish plate work best if they are not straight up and down . Some use a diamond design and I like the 1/2 round shape. Basically about 3/4 inch straight, then half a circle and then 3/4 inch. Generally this is done when back halfing a truck - replacing the back part of a frame - bolts or new rivets pass through the fish plate - the crossmember may get narrowed to fit correctly.
