After following the great instructions for checking the generator offered by Tom and Vaughn, I found that the generator ran very well like a motor when loosening the belt and applying power from the battery to the armature lead.
Further tests were performed both on and off the truck.
I ended up disassembling the generator, dressing the Mica between the contacts on the commutator and finishing this off with a pass with 600 grit sandpaper to remove the resulting burrs on the contacts and to clean up oxidation.
