I think VPW has the rivets to attach it
Build a block of steel with a hole just shy of the deep needed for the river head to set into, heat your rivet red hot, insert it into the frame.
Support the underside of the block with a bottle jack, using a air chisel with a convex head, form the top like it was done originally
Or redial the holes just enough for a grade 8 bolt to fit, the bolt will need a shoulder that is same depth as the frame members to attach and secure it to bolt specks
If you use a bolt that has threads all the way to the head of the bolt, it will eventually wear with side movement, and the section will not be tight anymore
