I contacted them. They said that is the way it comes. I can either weld up the voids myself or send it back for a full refund. I would send it back, except I can not find the panel anyplace else, and it would take forever to fabricate it. It has a whole bunch of vertical and horizontal angles and is out of range of my skills as a fabricator. I lose a day or so if I fix the crappy welds myself, and lose who knows how long if I send it back and fab it myself. To make it even sadder, the part is 48" long and I only need the ends and will cut them off. I guess if I figure out exactly what I need, I can put off the re-welding until I cut out what I need and only re-weld those portions. This photo is of a portion that I definitely need, and the front side that was supposedly welded, has voids; not just a lack of penetration, but a lack of any weld material at all. If I was selling this product, I would be embarrassed to send it out like this, but I guess that is why I am asking you guys. Reasonable or unreasonable to send out a part with welds like this?
