As others have said, a shroud is important, otherwise you just circulate hot air in the engine compartment.

Check the spark advance and make sure it is working, if it isn't you'll never cool the engine no matter what you do.

I'm assuming you have a 6 or 7 blade water pump fan? If not, install one.

Any bubbles in the coolant when the engine is idling? This indicates a head gasket leak, and you'll never cool the engine if it is.

Adding Flex-a-lite will drop the temp 20 degrees as advertised, so you might want to add the recommended amount, see link.

Is the water pump a high volume pump to circulate more coolant?

Is there heavy paint on the radiator fins? This will impact the radiators ability to cool the coolant?

If you still have heating issues after checking the above, you can add an electric fan, others have.
