Something Vaughn mentioned tickled my brain...
It is possible that the set screw for the High/Low forks has come loose and the transfer case is stuck in Low Range, regardless of where the ship lever is set.
Also, I don't think it is possible to assemble the High/Low gears backwards, since their location is determined by the size of the rear output gears. They simply won't fit if you try to switch them around. Same goes for the center idler gear.
