You dont mention whether you replaced the shoes or not. I would look at the adjustment one more time. If they are not new shoes, check for a partially delaminated shoe. I had one on an M37 that would lock and no amount of adjustment would change it. Pulled the drum and saw that one of the friction pads was about half unglued.
