Burning wet or green wood can cause it. Also burning properly seasoned, dry would can cause it if you choke off the air supply too much.

Basically, wood likes to burn hot. Anything that makes for a colder, more smoldery fire can cause creosote.

Part of what contributes to the myth that softwoods cause creosote is that people choke the air way down trying to make them last as long as some of the higher-end hardwoods do.
