Wow! You might want to talk with the one that sold them to you, maybe you got a bad set, but they need to know that you had some issues with them.
When you get it all together you should have a level or slight angle going down from the filler tube to to the tank. You don't want the angle going down out from the tank, that will result in slow feeding in gas.
