He does care. He didn't try it under Trump. He knew Obama was weak, Putin invaded under that administration, and Putin knows Biden is weak, and our poor performance with the Afghanistan withdraw didn't help.
Biden basically gave Putin the go ahead by stating a little invasion into Ukraine is OK, and that American will not respond with boots on the ground in that country, if he does. And remember little son Hunter took funds from Russian Oligarchs, and the "BIG" guy's cut, well, could be a conflict of interest here.
