My Dad had this problem with a jeep he kept just for plowing snow. He drilled a 1/4 inch hole in the top of the air cleaner. He always kept an oil can filled with gas for priming the jeep and lawn mowers. He just popped the hood and gave a few squirts into the carburator before starting. He had a 1/4 inch bolt he dropped in the hole to keep it plugged. Bolt was long enough it couldn't bounce out.
