Any farm implement service center should be able to help you out. Likewise, this should be a no brainer for any rural tire shop. I encourage you to seek out the professionals. On the other hand, stay away from the big box tire dealers. The Budd split ring -a perfectly safe wheel design for those trained to handle them- is unknown to them. My last tire change was handled by a small town, rural Texas Goodyear store. The owner thanked me for the opportunity to train his tire techs in dismounting and mounting this type of tire and wheel combo. They did a great job for about $25/tire.
