Exactly, our town had one or two to cut through the drifts so the plows could push snow easier, as well as cut through packed piles allowing more snow to be packed in it's place, I think they could throw it up to 100 feet far into pastures, or behind the snow fence
I remember as the truck entered the +/- 10 foot drift by our farm it was almost buried, rods exiting from top the blowers frame cut a path for the snow as the truck backed allowing snow to fall, as it progressed forward again clearing a path till out and on its way to another drift. Then the plows with their wings window high to the cab came through widening the cleared area.
I've seem few mail boxes relocated by the blower or plows, when put up again the were in a better location for winter
